Côte St. Luc Mayor David Tordjman says that the Hydro Québec substation in Hampstead—which serves Côte St. Luc, Notre Dame de Grâce and Hampstead and failed last weekend—needs an immediate upgrade and that planned work, three years from now, isn’t soon enough.
