Borough councils rush to approve condos, change zones, demolish buildings, and establish three-year capital expenditure plans before the fall election.


Citizens interested in budgets, zoning bylaws, land use or heritage in Montreal will have a busy time over the next month. Almost every borough has held, or plans to hold, public consultations about budgets or projects in which citizens can request that they hold a registers for referendums.

Several were held last week and at the beginning of this week and others are being held on July 2.

Verdun and Villeray also announced last week that they will pass resolutions to request the right to convert buildings into condos, despite the ban, during their regular meetings September 3.

Buildings to be demolished

Over the next month, citizens will have the right to ask for referendums to approve 13 building demolitions in seven boroughs.

Ahunsic-Cartierville advised citizens that they have ten days following the publication of a notice on June 21, to inform them about opposition to the demolition of:

  • 9230 Foucher. The circa-1948 single-storey family home is owned by Barile Giovanna. It sits on a double lot that’s 451.6 square metres in size.
  • 10159-10161 Lille. The circa-1950 home is owned by Contracteur General Donaco. It sits on a 404.10 square metre lot.

Citizens in zones next to the following project in Ahunsic-Cartierville have until July 2 to submit forms to ask for registers for referendums. The borough wants to approve the demolition of:

  • The circa-1910 two-storey brick building with a glassed in extension at 211 Henri-Bourassa East which sits on a lot that’s 2,692.2 square metres in area. The owner wants to build a residential building with two and five-storeys, with 43 units including six townhouses and a basement parking lot.

The borough of Mercier Hochelaga-Maisonneuve plans to hold a public consultation on July 2 at 8:30 a.m. at 6854 Sherbrooke East to discuss the demolition of:

  • 3195-3197 Dickson, a circa-1952 stucco cottage with a terra cotta roof that’s owned by Habitations Julien S. Inc. The detached home sits on a 590.70 square metre lot. Anyone against the demolition can write to the bureau by June 28 at 4 p.m.

The Plateau Mont Royal borough plans to hold a consultation on July 3 at 6 p.m. to discuss demolishing two buildings:

  • 4413-4415 Christophe Colomb, a circa-1922 triplex on a 313.50 square metre lot; and
  • 4116-4120 Laval, a three-story circa-1900 commercial building.

The borough of Rosemont-La Petite Patrie plans to hold a public consultation on July 2, at 5 p.m. on the 2nd floor of 5650 D’Iberville to discuss the demolition of:

  • 3353 Masson, an old restaurant on a 561.8 square metre lot owned by Developpements William Inc. The owner plans to build a mixed-use building on the site.

The Rivière-des-Prairies-Pointe-aux-Trembles Borough held a public consultation on June 19 to discuss the demolition of the Chateau des Enfants ice cream retail outlet at:

  • 8405-8407 Gouin East. The circa-1955 commercial building is owned by Chung Wen-Min and sits on a 741.30 square metre lot. The owner wants to build a three-storey residential building with 21 units and a mezzanine at 8401 Gouin East.

Yesterday was the deadline to submit requests for registers for referendums for the Ville Marie borough’s plan to approve the demolition of:

  • 1190 Jeanne Mance
  • The car wash at 1238 Jeanne Mance, and
  • 1250 Jeanne Mance for a new commercial office building.

The Villerary-St.Michel-Park Extension Borough held a public consultation on June 20 that covered three building demolitions.

Two buildings in the block bordered by Alexander, Jean Talon, Castelnau and Marconi:
  • 7230-7250 Alexandra, a 1944 building owned by Les Aliments El-Ca on lot 1 867 995, which is 2,415.50 square metres in size. The owner plans to build a new four-storey 80-unit residential building; and
  • 235-237 Jean Talon West is the 1910-era two-storey building on a 297.30 square foot lot #2,589,387 owned by Joly Odilas, who runs Joly Radiateurs & Carrosserie. The borough plans to authorize a new four-storey building with 28 units and 2 commercial spaces on four lots, the one the building is on and the parking lot (7211 Marconi) next to the building, which Joly also owns plus lots 1867993 and 1867993.
  • A circa-1970 one-storey building at on lot at 8001 19th Avenue to create a 66-car parking lot for Electronique Addison at 8018-8020 20th Avenue. The lot in question is owned by Les Immeubles A.C.J.Y. and seems to be near the old Baptist Church at 3875 and 3875A Crémazie.
Buildings and parking lots to be improved

Citizens in zones next to the following improvement projects in Ahunsic-Cartierville have until July 2 to submit forms to ask for registers for referendums. The borough wants to approve projects at:

  • 9095 Jean Pratt
  • 55 Legendre East, which is owned by the Société de transport de Montreal

The Plateau Mont Royal Borough plans to hold a public consultation at 6 p.m., Wednesday, June 26, about a project at:

  • 5407-5411 Papineau
The Ville Marie Borough plans to hold a public consultation at 6 p.m. on Thursday, June 27 about the expansion of:

  • 1125 Ontario East, the building at the Marché St. Jacques

Requests for exceptions to the ban on condo conversions


Both Verdun and Villeray-St. Michel-Park Extension boroughs plan to pass a resolution asking for an exception to the ban on condo conversions during their regular council meetings on September 3, at 7 p.m.

The Verdun borough plans to approve a conversion for:

  • 5359-5363 Verdun, a circa-1929 triplex with a commercial property on the ground floor. It sits on a 250.8 square-metre lot, numbered 1437506, which is owned by Abdul Hamid Rahmanyar.

Villeray plans to approve a conversion for:

  • 7974-7978 St. Denis, a circa-1920 triplex on a 232.3 square-metre lot numbered 3 454 127, which is owned by Stephane Ayotte. Citizens with comments must hand them into the borough by July 2.
