After years of hearings and rigorous safety testing, the National Energy Board (NEB) gave Enbridge the green light last week to operate its pipeline from Western Canada and Northern U.S. states.<\/p>\n<p>\u201c[Enbridge] has fulfilled all its requirements and the hydrostatic testing is done,\u201d NEB public affairs director Craig Loewen told <em>The Suburban.<\/em><\/p>\n<p>The new source of supply will support hundreds of jobs in East End Montreal.<\/p>\n<p>\u201cWe employ 410 people permanently at the Suncor refinery as well as 300-400 contract workers,\u201d Suncor spokesman Dean Dussault told <em>The Suburban.<\/em> \u201cThat\u2019s not including up to 1,000 workers who are employed approximately twice a year to enable us to perform scheduled maintenance.\u201d<\/p>\n<p>The company is also pleased that its Montreal refinery will soon be able to process cleaner North American crude, rather than rely on imports of overseas oil, often from dodgy despots.<\/p>\n<p>\u201cIt\u2019s a much higher-quality product,\u201d Dussault said in an interview. \u201cA majority of our feedstock was coming from tidewater in the Atlantic basin\u2014essentially crude coming from countries like in the Middle East and [West] Africa.\u201d<\/p>\n<p>\u201cIt hasn\u2019t been very easy during the past few decades here in East Montreal,\u201d he observed. \u201cWe\u2019re the last refinery to remain here, where once there were six.\u201d<\/p>\n<p>The NEB decision, Sept. 30, permits Enbridge to start shipping oil eastward at 72 percent capacity. To reach full capacity, it must notify the NEB ten\u00a0days before each staged increase in operating pressure.<\/p>\n<p>NEB will continue to monitor Enbridge\u2019s pipeline for safety, assured spokeswoman Katherine Murphy.<\/p>\n<p>\u201cThere are requirements in place during the operation of the pipeline,\u201d she said in a telephone interview from NEB\u2019s Calgary headquarters.<\/p>\n<p>Enbridge spokesman Graham White was unable to specify the date when crude will recommence coursing through the pipeline.<\/p>\n<p>\u201cThere are still some technical preparations that are required and line-fill is not an exactly timed process,\u201d he said in an electronic-mail reply to <em>The Suburban\u2019s<\/em> query. \u201cOnce Line 9 is returned to service, our goal is to operate it safely, as we have done for close to 40 years.\u201d<\/p>\n<p>The project to reverse the flow earned the support of Quebec labour unions and the former <em>Parti Qu\u00e9b\u00e9cois<\/em> provincial government.<\/p>\n<p style=\"text-align: center;\"><strong><a href=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-6321\" src=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew-300x277.jpg\" alt=\"Enbridge pipeline integrity test crew\" width=\"300\" height=\"277\" srcset=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew-300x277.jpg 300w, https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew-1024x946.jpg 1024w, https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew-720x665.jpg 720w, https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/10\/Enbridge-pipeline-integrity-test-crew.jpg 1700w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/strong><\/p>\n<p style=\"text-align: center;\"><strong>Years of intensive safety testing paid off<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Robert Frank Continental crude will soon course through Laval on its way to Suncor\u2019s Montreal refinery.
