Garbage truck operators plying Beaconsfield streets have already been capturing images of local trash.<\/p>\n

The revelation contradicts what citizens were told during the city\u2019s open house last week to highlight the new smartbins that all residents must opt for by Sept. 25.<\/p>\n

Truck operators there repeatedly told the public that their truck was incapable of storing and relaying photos.<\/p>\n

Surprised by contrary statements from residents and staff from The Suburban,<\/em> Councilor Wade Staddon checked with city officials the following morning.<\/p>\n

Staddon told\u00a0The Suburban\u00a0<\/em>that he learned that the city has, for more than a year, been able to capture imagery of residents\u2019 trash since it began a pilot project to test the smartbins at some 300 Beaconsfield households.<\/p>\n

\u201cThat capability was there with that test truck,\u201d he explained in an interview.<\/p>\n

Matrec, the waste removal company that demonstrated its equipment at last week\u2019s open house in Beaconsfield, confirmed Staddon\u2019s statement.<\/p>\n

\u201cThe truck is equipped with video monitors that are able to take screen captures (like computer screenshots) when the driver spots anomalies such as broken bags, trash deposited outside the bin and trash that\u2019s prohibited by rules and regulations,\u201d Matrec executive Fran\u00e7ois Boivin confirmed in an email following conversations with\u00a0The Suburban’s <\/em>editor.<\/em><\/p>\n

Many citizens were concerned after Mayor Georges Bourelle\u2019s told reporters following last month\u2019s council meeting, that truck operators would transmit the trashcam imagery to city officials for subsequent enforcement, and could be stored indefinitely.<\/p>\n

\u201cPreventative surveillance can be seen as an invasion of one\u2019s privacy,\u201d resident Sheila Desrochers told\u00a0The Suburban.\u00a0<\/em>\u201cIt\u2019s Big Brother.\u201d<\/p>\n

Desrochers observed that the city claims its web site that it can photograph residents\u2019 trash because they have \u201cabandoned it\u201d but also wants to hold them responsible, if it contains something objectionable.<\/p>\n

\u201cYou can\u2019t have it both ways,\u201d she said. \u201cPeople are taken aback and feel invaded. It\u2019s an invasion of privacy to surveil the public across the board without a specific reason. That would risk their right to be left alone.\u201d<\/p>\n

Businesses worried<\/u><\/strong><\/p>\n

Dierdre Manitts told\u00a0The Suburban\u00a0<\/em>that she is concerned how the city\u2019s punitive trash policy will affect her Beaurepaire bakery.<\/p>\n

\u201cI\u2019m concerned that people will be using our bins for their garbage,\u201d she said. \u201cWe fill our bins to the rim every single week. I know that I\u2019m not the only commercial establishment that\u2019s worried about it.\u201d<\/p>\n

\u201cAs a resident, although Big Brother is watching, it\u2019s the same problem,\u201d Manitts added. \u201cI\u2019m concerned people could put stuff in my garbage and the city will take a picture of it. It\u2019s such an invasion of privacy, it\u2019s unbelievable.\u201d<\/p>\n

Another resident told\u00a0The Suburban\u00a0<\/em>that the city\u2019s green waste is not being collected.<\/p>\n

\u201cI put out my green waste twice during the summer, and it was never picked up,\u201d said Wendy Longlade. \u201cThe same happened when I tried again Aug. 31. Two weeks later, I phoned the city, and finally, the following week, it was picked up.\u201d<\/p>\n

Longlade noted that the special, biodegradable bags that must be used for green waste are unsuited for these long delays.<\/p>\n

\u201cThey decompose while waiting on the side of the road to be picked up,\u201d she observed.<\/p>\n

Councilor Pierre Demers was dismayed that Mayor Bourelle subsequently acknowledged the trashcams in a news release, Friday, and stated that \u201cthe elected members of council have taken measures to ensure compliance with the right to privacy in accordance with both the Canadian Charter of Rights and Freedoms and the Civil Code of Quebec.\u201d<\/p>\n

For anyone wishing to be informed of privacy compliance standards, they are set out in an op-ed by Beryl Wajsman in the The Suburban<\/em><\/a> entitled The right to be let alone<\/a><\/em>\u00a0that dealt specifically with the Beaconsfield situation.<\/p>\n

\u201cI fully support the waste management initiative,\u201d Demers emphasized, “I have some concerns, if there is going to be a camera inside the truck itself. At the open house it was clear that this was not going to be the case. It would have been nice had members of council been consulted prior to issuing this news release.\u201d<\/p>\n

He added that Bourelle has since promised henceforth not to speak on councilors\u2019 behalf without consulting them beforehand.<\/p>\n

Bourelle, who usually readily responds to interview requests, was unavailable as his wife is undergoing surgery.<\/p>\n
