Shifts risk to rail through Montreal suburbs<\/h1>\n

Western Canadian and Northern U.S. crude will have to reach Suncor\u2019s refinery in East End Montreal by rail, if Laval gets its way.<\/p>\n

Last week, the mayor of Quebec\u2019s third-largest city Marc Demers came out categorically against construction of the proposed $12 billion Energy East pipeline.<\/p>\n

The pipeline route will run north of Montreal and Laval. However, TransCanada, the company that wants to build the pipeline to the Atlantic has filed plans to build a trunk line that will connect its Mascouche pumping station with Montreal\u2019s Suncor refinery.<\/p>\n

The Sept. 10 timing of the Demers news conference was odd, since it pre-empted the deadline for TransCanada to\u00a0reply to the city\u2019s safety concerns. TransCanada met with city officials Aug.\u00a012, to address their concerns.<\/p>\n

\u201cWe answered whatever questions we\u00a0could on the spot, and went back to our engineers in an effort to compile more detailed responses to send to [Laval] by Sept. 12,\u201d TransCanada spokesman Tim Duboyce told The Suburban.<\/p>\n

\u201cWe\u2019re not discouraged in any way,\u201d he added. \u201cWe\u2019re here to hear stakeholder concerns and answer their questions about safety and the environment and to respond to those concerns.\u201d<\/p>\n

\u201cOur main concern is the safety of our citizens and to protect the environment,\u201d Demers told reporters, \u201cparticulars with respect to potential spills into our waterways.\u201d<\/p>\n

However, he added that he doesn\u2019t simply object to the short stretch of trunk line that will pass through the eastern tip of \u00cele J\u00e9sus. Instead, Demers declared war on the whole transcontinental project, and wants to lead a coalition of municipalities to stop it.<\/p>\n

\u201cWe have the power to block this pipeline,\u201d Demers declared, \u201cand to force its promoters to retreat.\u201d<\/p>\n

He added that his Mouvement lavallois<\/em> municipal party is ideologically opposed to pipelines.<\/p>\n

\u201cOur philosophy is well known, and we believe in it,\u201d Demers explained, \u201cand it doesn\u2019t support fossil fuels.\u201d<\/p>\n

Laval\u2019s move will merely shift the risk south though, onto the transcontinental\u00a0railway main lines that span Montreal\u2019s West Island, inner suburbs and East End. With demand for oil projected to rise during the coming decade, it will also increase Quebec\u2019s dependence on oil from Venezuela, Nigeria and the Middle East.<\/p>\n

Last month, a Fraser Institute study concluded that pipelines are 4.5 times safer than rail.<\/p>\n

The majority of\u00a0Quebecers agree.<\/p>\n

Public opinion in the\u00a0province remains\u00a0solidly behind the\u00a0safety of pipelines and\u00a0their potential to\u00a0boost the province\u2019s\u00a0energy sector. Popular support for pipelines, particularly among the province\u2019s unionized workers, was an important factor in the former Parti Qu\u00e9b\u00e9cois government\u2019s decision to back another pipeline project, owned by Enbridge Inc, which runs through Laval.<\/p>\n

Other pipelines transit Laval as well, including one that has long carried jet fuel to Mirabel and Dorval airports.<\/p>\n

Quebec also benefits indirectly from Western Canada\u2019s oil industry. The province receives some $20 billion a year in transfer payments from Canada\u2019s energy-rich provinces.<\/p>\n
