{"id":62,"date":"2015-04-30T00:31:00","date_gmt":"2015-04-30T00:31:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2015\/04\/30\/quebec-transfers-mass-transit-taxing-to\/"},"modified":"2015-06-01T19:40:30","modified_gmt":"2015-06-01T19:40:30","slug":"quebec-transfers-mass-transit-taxing-to","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2015\/04\/30\/quebec-transfers-mass-transit-taxing-to\/","title":{"rendered":"Quebec transfers mass transit taxing to cities"},"content":{"rendered":"<p><b>By Robert Frank<\/b><br \/><a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>Quebec Transport Minister Robert Po\u00ebti met with metropolitan mayors in Montreal, at 3 p.m., April 24, to  tell them that Quebec intends to transfer tax authority for mass transit from the province to the region\u2019s cities. <\/p>\n<p>Laval executive committee vice-chairman David de Cotis told <i>The Suburban<\/i> that news reports that the city\u2019s public transit authority <i>Soci\u00e9t\u00e9 de transport de Laval<\/i> (STL) will be absorbed into the soon-to-be-created regional transit authority <i>R\u00e9seau de transport m\u00e9tropolitain<\/i> (RTM) were inaccurate. <\/p>\n<p>\u201cSTL, <i>Soci\u00e9t\u00e9 de transport de Montr\u00e9al<\/i> and R\u00e9seau de transport de Longueuil are not being absorbed. A new transit agency is to be created under the ambit of the <i>Conseil des municipalit\u00e9s m\u00e9tropolitain,\u201d <\/i>he clarified in an interview. \u201cThat leaves more than \u2018a certain autonomy.\u2019\u201d<\/p>\n<p>\u201cCurrently, when we have major projects to undertake, we go to the <i>Agence m\u00e9tropolitain de transport <\/i>(AMT) or Transport Quebec to finance these projects,\u201d de Cotis noted, \u201cbut in the future, we\u2019ll have to go to this new transit authority. They will be the one who will be responsible for prioritizing the various transit projects, but we will retain 100 per cent of our autonomy in terms of how many buses operate on Laval territory.\u201d <\/p>\n<p>Another new transit authority, the <i>Agence regional de transport<\/i> (ART), will be formed to take over responsibility for long-term mass-transit planning and funding.<\/p>\n<div>\n<\/div>\n<div>\nThe AMT, now redundant, would be dissolved\u2014fulfilling a promise Po\u00ebti made earlier this year to achieve an objective that Premier Philippe Couillard enunciated in his inaugural speech, soon after Quebecers elected him a year ago. <\/p>\n<p>\u201cRight now the provincial government is financing AMT,\u201d de Cotis explained. \u201cWhat they\u2019re proposing is that the new agency would be financed by [municipal] tax dollars. We will retain full authority for how we spend on buses and operations on Laval territory. It simply means that [ART] will be responsible for major projects in the Greater Montreal region and that in future we\u2019ll have to take our proposals to them.\u201d<\/p>\n<p>The changes will reportedly help commuters by streamlining transfers between one transit service and another in the region\u2019s three largest cities, as well as unify them with smaller transit services on the north shore.<\/p>\n<div>\n<\/div>\n<div>\nThe aim is reportedly to separate long-term planning from day-to day operations.
