Emergency repairs trap residents<\/h2>\n

A contractor blocked the span that links \u00cele Bigras with \u00cele J\u00e9sus, Jan. 28, trapping residents on both sides of the span.<\/p>\n

\u201cThey started emergency repairs to our bridge and ended up placing a crane in the middle of it,\u201d Laval les \u00celes citizens\u2019 committee president Julie Lemieux told\u00a0The Suburban.<\/em><\/p>\n

\u201cThey just closed the bridge around noontime for at least a half an hour,\u201d the \u00cele Bigras resident said in an interview.\u00a0 \u201cThen it took another hour to untangle the traffic tie-up and get circulation back to normal.\u201d<\/p>\n

\u201cPeople couldn\u2019t get to their medical appointments or to the pharmacy,\u201d Lemieux observed. \u201cThe temperature was over 30\u00b0 and people were stuck in their cars. The city told us that it was illegal for the contractor to close the bridge.\u201d<\/p>\n

\u201cThe contractor made a unilateral decision to close the bridge to traffic,\u201d confirmed city spokeswoman Val\u00e9rie Sauv\u00e9.<\/em><\/p>\n

\u201cAs soon as residents advised the city, we asked the contractor to reopen the bridge without delay,\u201d she told\u00a0The Suburban<\/em>. \u201cWe advised the contractor that the city must be advised before such action is taken, and that it needs sufficient advance notice to permit it to alert citizens [that closures are pending].\u201d<\/p>\n

\u201cThey will not be allowed to close the bridge more than twice a day, and not during rush hour,\u201d Sauv\u00e9 said.<\/p>\n

She explained that that the city will work with the contractor to ensure that henceforth no closure will exceed 10 minutes.<\/p>\n

As this edition of the newspaper went to press, the precise schedule was still pending.<\/p>\n

\u201cWe are finalizing the details,\u201d Sauv\u00e9 concluded. \u201cOnce we do, we will advise citizens.\u201d<\/p>\n

According to Lemieux, the bridge is long past its best-before date.<\/p>\n

\u201cEngineers have been monitoring the bridge and the supporting pillars are completely finished, according to engineering reports published in 2007, 2009 and 2013,\u201d she reported.<\/p>\n

Lonstanding foot-dragging led to the crisis, Lemieux said.<\/p>\n

\u201cEngineering plans are not yet finished for permanent repairs, and the city will need to expropriate properties to make room for a temporary bridge,\u201d<\/p>\n
