{"id":6122,"date":"2015-08-05T14:18:03","date_gmt":"2015-08-05T14:18:03","guid":{"rendered":"http:\/\/newscoverage.org\/?p=6122"},"modified":"2015-08-05T14:18:07","modified_gmt":"2015-08-05T14:18:07","slug":"laval-wants-mandatory-city-status-for-social-housing","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2015\/08\/05\/laval-wants-mandatory-city-status-for-social-housing\/","title":{"rendered":"Laval wants mandatory city status for social housing"},"content":{"rendered":"<p><a href=\"www.thesuburban.com\"><strong>By Tracey Arial<\/strong><\/a><\/p>\n<p>Last week\u2019s announcement that the federal government would continue supporting the creation of affordable housing in Quebec for another five years gave Laval Mayor Marc Demers a chance to reaffirm his desire for \u201cville mandataire\u201d (mandatory city) status from Quebec\u2019s social housing authority.<\/p>\n<p>\u201cThe renewal of an agreement of more than a half billion dollars divided over the next five years is good news,\u201d said Demers in a press release delivered July 28. \u201cBut I want to reiterate our determination to obtain Quebec\u2019s mandatory city designation for social housing.\u201d<\/p>\n<p>Mandatory status would give Laval the right to get funds directly from Quebec\u2019s social housing authority, the Soci\u00e9t\u00e9 d&#8217;habitation du Qu\u00e9bec (SHQ), rather than having to apply through its regional organization, the Communaut\u00e9 m\u00e9tropolitaine de Montr\u00e9al (CMM).<\/p>\n<p>Quebec City has mandatory status. That\u2019s why federal Intergovernmental Affairs Minister Denis Lebel and Quebec\u2019s Minister of States for Social Development Candice Bergen chose Quebec City for their signing ceremony to extend the CMHC-Qu\u00e9bec Agreement for Investment of Affordable Housing (IAH) last Monday.<\/p>\n<p>\u201cI\u2019m pleased to announce today additional funding of $577 million over five years,\u201d said Lebel. \u201cWe\u2019re at R\u00e9sidence des Diamants, which in 2013 received more than $3 million in federal funding through IAH to support the construction of 101 affordable apartments.\u201d<\/p>\n<p>Gatineau and Montreal also have mandatory city status, but none of the other cities within the CMM do.<\/p>\n<p>Laval sees this as unfair.<\/p>\n<p>\u201cBecoming a mandatory city is the only way for Laval to receive an equitable portion of the funds that we have been cruelly losing over the course of the past decade,\u201d said Demers. \u201cThe designation will ensure we obtain, and control the construction of, a specific number of new social housing units, something that is necessary given our demographic growth.\u201d<\/p>\n<p>Sylvain Fournier, the media spokesperson for the SHQ confirms that mandatory status enabled Montreal\u2019s 19 boroughs to build 965 units in 2013 and 1,100 units in 2014. Quebec and Gatineau built 1,305 units during those same two years. Figures for 2015 aren\u2019t available yet.<\/p>\n<p>Fournier also said that the SHQ will not be able to designate any new mandatory cities until after a restructuring organization currently underway takes place.<\/p>\n<p>Nicholas Borne,\u00a0city\u00a0councillor for the Laval-les-\u00celes district and president of the\u00a0<em>Office municipal d\u2019habitation de\u00a0<\/em><em>Laval\u00a0<\/em>says that the problem stemmed from previous administrations that did not prioritize social housing.<\/p>\n<p>Now that his administration has prioritized the issue, he says they need mandatory city status to get their fair share of the funds.<\/p>\n<p>\u201cWhen you are a mandatory city, you administer your project on behalf of the SHQ,\u201d he said. \u201cYou can plan better what you want for your city. You don\u2019t have to go back and forth. You get the units on the fast track.\u201d<\/p>\n<p>\u201cThe SHQ announced they have 1,000 units this year,\u201d Borne continued. \u201cHalf of that goes to Montreal. Another number goes to Quebec and another percentage goes to Gatineau. We think that it\u2019s unjust for all the cities that are part of the CMM.We all put money in a pot Depending on the number of people in your district, you have to give so much but you don\u2019t get back funds based on that number.\u201d<\/p>\n<p>\u201cLaval gives $4 million every year. We get back only $1.3 million every year.
