S\u00e9vigny<\/a><\/strong><\/p>\n<p>Although the results of the census indicate that there are far less than the estimated 10,000 homeless presently living on the streets of the city, hard numbers also indicate that there are still over 4,000 people who call those streets \u2018home.\u2019 During last week\u2019s Tuesday morning press conference, Montreal Mayor Denis Coderre joined Douglas Institute research director Eric Latimer and <em>Movement pour Mettre-Fin \u00e0 l\u2019Itin\u00e9rance \u00e0 Montr\u00e9al<\/em> (MMFIM) president James McGregor to announce and discuss the significance of the results of a census that was carried out when over 800 volunteers hit the streets over a single weekend at the end of last March.<\/p>\n<p>\u201cCounting up the numbers of homeless people in our city was an important part of our action plan to do something about the poverty that defines much of what it means to be homeless in this city,\u201d said Montreal\u2019s Mayor Denis Coderre. \u201cThanks to the research done by the Douglas Institute, we now have the data that we need in order to better understand what it means to be homeless in Montreal and what we can do about it.\u201d<\/p>\n<p>As the result of a promise that was made during the last municipal election campaign, the mayor told the media that the census was the first of its kind to be carried out in any city and that it was only \u201ca first step\u201d towards solving the problems caused by extreme urban poverty.<\/p>\n<p>Its methodology was simple. Special efforts were made to reach out to the homeless in various shelters, soup kitchens, day centers and libraries where many like to spend their day. Others were found in various city hospitals, assorted detox (detoxification) centres or in jail where they were killing time waiting for their trial.<\/p>\n<p>The census indicates that more than\u00a03,000 of the city\u2019s chronic homeless (for one reason or another) end up spending their nights on the street, while hundreds of others make up the hidden homeless who spend the night in various rooming houses or surfing the couch at a friend\u2019s place. Their numbers only add up to a few hundred people at any time, ;though census analysts acknowledge\u00a0that those numbers are not precise\u00a0because there could be hundreds\u2014if not thousands\u2014of people who have made their own arrangements in order to find a bed and the minimal bit of food and shelter that they need to face another day on the street.<\/p>\n<p>Though women comprise\u00a0nearly a quarter of the number of the city\u2019s homeless population, less than ten\u00a0per cent of them spend their nights on the street. The rest managed to find a bed in any one of the city\u2019s assorted women\u2019s shelters.<\/p>\n<p>Recent immigrants make up at least ten\u00a0per cent of the city\u2019s women who have no place to spend the\u00a0night. These women are often accompanied by their children. This reflects a more serious problem among the city\u2019s new immigrants within\u00a0their own communities.<\/p>\n<p>Amerindians also make up more\u00a0ten per cent of the city\u2019s homeless, even though\u00a0they account for\u00a0less than one per cent of the city\u2019s population. The\u00a0findings also indicate that, of them, Inuit comprise more than\u00a040 per cent of native Canadians who spend their nights on Montreal\u00a0streets.<\/p>\n<p>While the numbers that make up the city\u2019s census reveal\u00a0a lot about where and what the city can do to pursue\u00a0its fight against street poverty, at least one number\u00a0revealed\u00a0how the Department of National Defense (DND)\u2014still fails to care for a significant number of its veterans who are barely able to cope after\u00a0post traumatic stress disorder (PTSD) has effectively destroyed their lives:\u00a0Six percent of the city\u2019s homeless are former members of the Canadian Armed Forces.<\/p>\n<p>Much to the mayor\u2019s dismay, Montreal is keeping pace\u00a0with Toronto, where more than seven per cent of its\u00a0homeless are also veterans. Note that former members of Canada\u2019s Armed Forces make up less than two per cent of Canada&#8217;s\u00a0population.<\/p>\n<p>According to Mayor Coderre, the next step for what he described as the city\u2019s plan to deal with its homeless population <em>(Plan D\u2019Action Montr\u00e9alais en Itin\u00e9rance)<\/em> will be to nominate an ombudsman who will be expected to speak out and make recommendations to help solve at least some of the problems that can define the\u00a0life of the three to four thousand people who live on the streets of Montreal.<\/p>\n<p style=\"text-align: center;\"><a href=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/07\/e840e6f8449e5c28bcb39740e7ca0b668a8cae1b_963x300.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-6110\" src=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/07\/e840e6f8449e5c28bcb39740e7ca0b668a8cae1b_963x300-300x150.jpg\" alt=\"e840e6f8449e5c28bcb39740e7ca0b668a8cae1b_963x300\" width=\"300\" height=\"150\" srcset=\"https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/07\/e840e6f8449e5c28bcb39740e7ca0b668a8cae1b_963x300-300x150.jpg 300w, https:\/\/newscoverage.org\/wp-content\/uploads\/2015\/07\/e840e6f8449e5c28bcb39740e7ca0b668a8cae1b_963x300.jpg 459w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>By P.A.
