Beaconsfield sound wall still stalled<\/em><\/h2>\n

The Suburban<\/a><\/em><\/p>\n

Mayor Maria Tutino got a pleasant surprise from Transport Quebec last month over Baie d’Urf\u00e9’s bid to build a berm south of Highway 20 that will shield residents from road roar.<\/p>\n

\u201cTo our great surprise, they are fully prepared to allow us to go onto their land [to construct the sound barrier],\u201d she reported to council. \u201cThey are now sitting down with our people to see what can and cannot be done. It\u2019s not a question of design. It\u2019s more a safety question, vis-\u00e0-vis the highway.\u201d<\/p>\n

\u201cWe\u2019re trying to move this along at a very rapid pace,\u201d enthused town manager Nathalie Hadida. \u201cWe expected that it would take six months to meet [Transport\u00a0Quebec\u2019s specialist] and we were able to get a meeting with her within two days. They were really cooperative. They really want to give us all the support that they can give us here to have this project up and run with it.\u201d<\/p>\n

\u201cThat, for us, was extraordinarily good news, because we can\u2019t expect movement from a provincial government body that quickly,\u201d affirmed Mayor Tutino. \u201cIt really made Baie d\u2019Urf\u00e9\u2019s day.\u201d<\/p>\n

\u201cWe\u2019ve had a lot citizens saying that they were concerned about noise; others saying that they were concerned about the [potential] look of this project,\u201d Hadida explained. \u201c[Our approach] would blend the two together.\u201d<\/p>\n

Hadida said that Baie d\u2019Urf\u00e9 town council was preparing to vote,\u00a0June 9,\u00a0on a motion to engage an outside firm to evaluate the area and propose options that will comply with Transport Quebec requirements.<\/p>\n

If approved, the berm would run alongside Highway 20 from Sunny Acres to Gray.<\/p>\n

\u201cOur idea would be to have preliminary plans to submit to citizens in an information session before starting the project,\u201d Hadida reassured. \u201cIt will probably be held in the Fall, because many people will be away during the summer months, and we want to reach as many residents as possible.\u201d<\/p>\n

Beaconsfield fiddles while Baie d’Urf\u00e9 berms<\/h3>\n

The alacrity with which Baie d\u2019Urf\u00e9 has moved to relieve its\u00a0residents of road roar contrasts starkly with the glacial pace of progress in neighbouring Beaconsfield, where little has been done.<\/p>\n

Transport Quebec\u2019s own studies demonstrate that the sound pressure near Highway 20 is so high that it is considered a significant health risk. Nonetheless, years of complaints by Beaconsfield residents have largely fallen on deaf ears.<\/p>\n

Under the administration of former mayor David Pollock, Beaconsfield amended its bylaws to permit piecemeal solutions by permitting residents to build their own sound wall on their own property at their own cost.<\/p>\n

Following his 2013 election as Pollock\u2019s successor, Mayor Georges Bourelle struck a committee to wrestle with the problem, which he appointed Beaconsfield\u2019s leading sound wall advocate, Derrick Pounds to chair.<\/p>\n

Pounds told The Suburban<\/em> that after more than a year of work on the file, he is disappointed with city council\u2019s lack of support for the sound wall, choosing instead to invest its political capital in an ill-fated plan to erect a 60-foot high electronic billboard.<\/p>\n

\u201cI\u2019d like to see George become a hero and not to be remembered for the furore over the sign but solve the problem of this traffic noise that Beaconsfield hasn\u2019t tackled,\u201d he said in an interview. \u201cTraffic noise affects 4,000 Beaconsfield residents.\u201d<\/p>\n

\u201cObviously Baie d\u2019Urf\u00e9 is paying for its sound wall itself,\u201d Mayor Bourelle told The Suburban.<\/em> \u201cI don\u2019t think we\u2019re looking at a comparable cost of putting up a berm versus a sound wall at this point.\u201d<\/p>\n

\u201cI don\u2019t think at this point we\u2019ve given up, but we\u2019ll take it step by step,\u201d he said in an interview. \u201cI am willing, if council goes along with it, to go to the Nth degree until one way or another this issue is put to bed.\u201d<\/p>\n

Pounds questioned why Beaconsfield didn\u2019t include a sound wall in its plan to build a $20 million bike path along Elm by 2016.<\/p>\n

\u201cIt would relieve residents on the north side of Highway 20 of train and highway noise,\u201d he said.<\/p>\n

\u201cIt\u2019s not part of the project,\u201d explained Mayor Bourelle.<\/p>\n

Pounds insisted that his committee of sound wall advocates have resisted the temptation to become disillusioned.<\/p>\n

\u201cWe will continue to persevere, but it will not produce results unless the city puts some effort into it,\u201d he concluded. \u201cSo far, no politician will.\u201d<\/p>\n
