{"id":496,"date":"2014-11-19T17:53:00","date_gmt":"2014-11-19T17:53:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2014\/11\/19\/cities-run-58-of-infrastructure-on-8-of\/"},"modified":"2015-06-01T19:40:47","modified_gmt":"2015-06-01T19:40:47","slug":"cities-run-58-of-infrastructure-on-8-of","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2014\/11\/19\/cities-run-58-of-infrastructure-on-8-of\/","title":{"rendered":"Cities run 58% of infrastructure on 8% of tax take"},"content":{"rendered":"<p><b>By Robert Frank<\/b><br \/>\n<a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>Laval Mayor Marc Demers bridled last week at Quebec government cuts to cities that total more than a half-billion dollars during the past two years. <\/p>\n<p>Quebec City\u2019s latest $300 million in cuts in support to the province\u2019s cities comes on top of last year\u2019s $235 million chop to municipal support payments, he reminded in a joint statement together with the mayors of Gatineau, Trois Rivi\u00e8res, Longueuil and Saguenay. <\/p>\n<p>The mayors protested that the cuts are simply a way to make provincial politicians look good, rather that a means to achieve real savings. <\/p>\n<p>\u201cIf we again have to raise taxes to pay this shortfall, the same taxpayers will have to pay&nbsp;out,\u201d the mayors said. \u201cBottom line is that cities are responsible for 58 per cent of Quebec public infrastructure, but only receive 8 per cent of taxes collected.\u201d<\/p>\n<p>Quebec\u2019s move echoes the Ryan reforms of 1993, when then-Municipal Affairs Minister Claude Ryan forced municipal taxpayers to take on expenses for infrastructure that had hitherto been paid for by the province. <\/p>\n<p>As a result, many small towns throughout Quebec can no longer afford the eye-watering cost of replacing major infrastructure. <\/p>\n<p>The mayors complained that while the federal government has lowered its goods and services tax by 2 per cent and the Quebec government has trimmed income tax, the province is forcing cities to hike property tax. <\/p>\n<p>\u201cLaval had a $112 million surplus as of Nov. 7, 2014, but the city also faces a pension <br \/>\ndeficit of $264 million,\u201d Mayor Demers reminded. \u201cThose surpluses belong to Laval residents and is needed for overdue investment in the city\u2019s crumbling infrastructure.\u201d<\/p>\n<p>He added that the $5 million cleanup cost after a single spring snowstorm could eat up a third of Laval\u2019s annual budget surplus.<\/p>\n<p>  (function(i,s,o,g,r,a,m){i[&#8216;GoogleAnalyticsObject&#8217;]=r;i[r]=i[r]||function(){<br \/>\n  (i[r].q=i[r].q||[]).push(arguments)},i[r].l=1*new Date();a=s.createElement(o),<br \/>\n  m=s.getElementsByTagName(o)[0];a.async=1;a.src=g;m.parentNode.insertBefore(a,m)<br \/>\n  })(window,document,&#8217;script&#8217;,&#8217;\/\/www.google-analytics.com\/analytics.js&#8217;,&#8217;ga&#8217;);<\/p>\n<p>  ga(&#8216;create&#8217;, &#8216;UA-45892555-1&#8217;, &#8216;auto&#8217;);<br \/>\n  ga(&#8216;send&#8217;, &#8216;pageview&#8217;);<\/p>\n","protected":false},"excerpt":{"rendered":"<p>By Robert Frank www.thesuburban.com Laval Mayor Marc Demers bridled last week at Quebec government cuts to cities that total more than a half-billion dollars during the past two years.
