{"id":470,"date":"2014-11-26T17:58:00","date_gmt":"2014-11-26T17:58:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2014\/11\/26\/reorganization-could-remedy-school-tax\/"},"modified":"2015-06-01T19:40:46","modified_gmt":"2015-06-01T19:40:46","slug":"reorganization-could-remedy-school-tax","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2014\/11\/26\/reorganization-could-remedy-school-tax\/","title":{"rendered":"Reorganization could remedy school tax inequality"},"content":{"rendered":"<p><b style=\"font-family: Georgia, 'Times New Roman', serif;\">By Robert Frank<\/b><br \/>\n<a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>Pending education reforms might relieve English school board taxpayers from the unequal burden that they have long borne. <\/p>\n<p>According to newly elected Sir Wilfrid Laurier School Board (SWLSB) chair Jennifer Maccarone, changes that Quebec Education Minister Yves Bolduc announced last week might equalize the rates that French- and English-speaking property owners pay.<\/p>\n<p>\u201cThe minister is looking at&nbsp;different options concerning&nbsp;how school boards are governed,\u201d she told <i>The Suburban.<\/i> \u201cAdditional powers could potentially be given to school boards, including the regionalization of school board taxation\u2014the idea that there might be a more of a harmonized rate.\u201d <\/p>\n<p>\u201cThat would be good for SWLSB,\u201d Maccarone said in an interview. <\/p>\n<p>SWLSB is responsible for educating a sparse English-speaking youth population over a vast territory that reaches north past Mont Laurier in the Laurentians. That drives SWLSB\u2019s cost per student well beyond its more densely populated French counterparts.<\/p>\n<p>Then, on the revenue side, SWLSB gets hit with a double-whammy.<\/p>\n<p>Quebec law defaults English-speakers\u2019 taxes to support the French education system, once their children graduate from English school, depriving SWLSB of revenue.<\/p>\n<p>In addition, English-speakers who want to ensure that their tax dollars still go to support English schools can ask to do so, but SWLSB must charge a much higher tax rate to cover its higher per student expenses. That gives English-speaking taxpayers a financial incentive to do the opposite: Many flee to French tax rolls to save money, further gutting SWLSB\u2019s budget envelope.<\/p>\n<p>Minister Bolduc also indicated that he wants to slash the number of school boards in the province, though SWLSB was not affected by this move.<\/p>\n<p>\u201cHe announced that the number of French school boards will shrink from 60 to 36,\u201d Maccarone explained. \u201cThe number of English school boards will decrease from nine to seven.
