\nLester B. Pearson School Board\u2019s (LBPSB) draft homeschooling policy drew a standing-room-only crowd to its Dec. 15 commissioners meeting. <\/p>\n

Most of those who packed the council chamber were parents who home school their children, who were concerned by the draft LBPSB policy strictures. <\/p>\n

The problem, Home Schooling Legal Defence Association<\/a> representative Carole Cardinal told The Suburban,<\/i> is that school boards generally put too much emphasis on process and not enough on outcome. <\/p>\n

\u201cMost school boards\u2019 home schooling policy wants homeschoolers to duplicate the school at home,\u201d she said in an interview. <\/p>\n

\u201cNot truant\u201d<\/b><\/p>\n

Cardinal cited examples of school boards using the youth protection system to strong-arm homeschoolers. <\/p>\n

\u201cThese parents are courageous, because they\u2019re threatened if they don\u2019t jump through the hoops,\u201d she explained. \u201cThey are afraid that they will be referred to youth protection officials for truancy if they fail to comply. <\/p>\n

Cardinal admonished the administrative high-handedness as a misuse of the province\u2019s truancy laws. <\/p>\n

\u201cHome schooled children are not truant,\u201d she asserted. \u201cThey are not in school, period. It\u2019s a misuse of the law.\u201d <\/p>\n

LBPSB alarmed the homeschoolers because they were never consulted nor made aware of the impending policy until Verdun resident Keith Robertson alerted them, Dec. 12, the Friday before the LBPSB council meeting. <\/p>\n

\u201cWhen it was brought up for consultation last year, I was the Beurling Academy governing board chair,\u201d he told The Suburban.<\/i> \u201cWe said \u2018What do we know about home schooling? What do we care? Next.\u2019 The central parents committee did the same thing. They said \u2018We can\u2019t comment.\u2019 All the governing boards said that they couldn\u2019t give any input.\u201d <\/p>\n

Decision postponed <\/b>

<\/b>
\nCardinal told the council that LBPSB\u2019s draft policy was more inflexible than the Quebec Education Ministry\u2019s.<\/p>\n

\u201cWe request that a dialogue be established between homeschooling representatives and LBPSB before another policy is adopted that will cause problems,\u201d she told the commissioners. <\/p>\n

At the urging of commissioners Mary Ann Davis and Laura Derry, the council voted, to loud applause from the audience, to postpone its vote on its draft homeschool policy \u201cuntil the new year\u201d, to permit LBPSB time to consult the main stakeholders. <\/p>\n

School board chair Suanne Stein Day also earned applause for apologizing to the homeschoolers for LBPSB\u2019s failure to consult them. <\/p>\n

\u201cClearly the intent of the council is that it needs input from stakeholders,\u201d she told them. <\/p>\n

Cardinal told The Suburban<\/i> afterward that she welcomed the LBPSB decision. \u201cThis is the start of a process of negotiation of something acceptable to both parties,\u201d she said. <\/p>\n
