{"id":36,"date":"2015-05-13T19:06:00","date_gmt":"2015-05-13T19:06:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2015\/05\/13\/city-ethics-office-reports-on-first-year\/"},"modified":"2015-06-04T21:52:24","modified_gmt":"2015-06-04T21:52:24","slug":"city-ethics-office-reports-on-first-year","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2015\/05\/13\/city-ethics-office-reports-on-first-year\/","title":{"rendered":"City ethics office reports on first year"},"content":{"rendered":"<p><b>By Tracey Arial<\/b><br \/>\n<a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>Last week, Laval police reported on the first year of the city\u2019s new ethics and integrity office (Bureau d\u2019int\u00e9grit\u00e9 et d\u2019\u00e9thique de Laval or BIEL).<\/p>\n<p>The office has investigated 85 reports of corruption, fraud or misconduct since it began operating in March 2014.<\/p>\n<p>\u201cWe can state for certain after one year that our efforts are already bearing fruit,\u201d said Laval Police Chief Pierre Brochet. \u201cWe\u2019ve set up a system so that if you don\u2019t respect your contracts, you will be found out.\u201d<\/p>\n<p>So far, complaints are divided almost equally between crimes (43) and misdeeds (42). Crimes are handled by the police; misdeeds are handled by bureaucrats.<\/p>\n<p>The police team led by Brochet now includes Chantal Sicard, Yves Fournier and Chantale Desrochers. So far, they have handled 43 complaints that concerned accusations of fraud, intimidation and theft.<\/p>\n<p>Eleven of these cases went to the provincial anti-corruption police squad UPAC <i>(l\u2019Unit\u00e9 permanente anticorruption).<\/i> One of these was <a href=\"http:\/\/rf.podcastfixit.com\/index.php\/2015\/02\/11\/controversies-stir-at-laval-city-ha\/\">an investigation into political hiring by Agla\u00efa Revelakis that <i>The Suburban<\/i> reported on, Feb. 11<\/a>.<\/p>\n<p>Two other complaints led to 15 arrests. Fourteen people were accused of loading snow-clearing trucks half-full before they began their work. Another person was accused of intimidation relating to soccer field improvements.<\/p>\n<p>Twenty police investigations are still under way; six are being analyzed and another six cases have been closed. Investigators reported that five of the closed cases were without merit.<\/p>\n<p>Brochet\u2019s team also handled more than a dozen requests for information about ethical behaviour in specific situations. In future, he plans to create information about how city workers and suppliers can handle contracts fairly. He also has to finish hiring the rest of the BIEL team.<\/p>\n<p>BIEL received an additional 42 complaints that were administrative in nature and given to city bureaucrats to handle.<\/p>\n<div><\/div>\n<div>This team is being led by Beno\u00eet Paquette. Laval\u2019s governance, ethics and conformity chief, Quynh-Giao Pham, reports to Paquette. Nineteen of the 42 cases handled so far have been closed. Another 12 are being analyzed and 13 remain under investigation.The report says that 19 of these files were related to the management of internal services and 13 complaints were related to contractual and business relationships.
