Since 2008, the Quebec government has\u00a0warned school boards unless they improve\u00a0voter turnout there will be changes. It made\u00a0no sense that trustees (commissioners in\u00a0Quebec) elected by so few people would control\u00a0$2 billion or about 22 per cent of the education\u00a0budget.<\/p>\n

Last November, voter participation in the\u00a0French sector was about five per cent. The\u00a0English sector increased by a puny 0.18\u00a0per cent, and that\u2019s after seven years to prepare, and a social media blitz with debates\u2014televised and webcast\u2014meetings, advertisements\u00a0and so on.<\/p>\n

Recently, representatives of the Quebec\u00a0English School Boards Association\u00a0(QESBA) were with the Canadian School\u00a0Boards Association, in Victoria. The QESBA\u00a0also invited its French counterpart\u2014the FCSQ.<\/p>\n

Of course, the taxpayer picks up the tab\u00a0of a few thousand dollars, as they did for\u00a0the Nashville, Tennessee, convention, three\u00a0weeks ago, and will for the Quebec City\u00a0conference in a couple of weeks.<\/p>\n

They were in Victoria to rally support in\u00a0their fight to maintain the status quo because\u00a0the government has rightfully decided\u00a0to consider scraping very costly\u00a0school board elections with something that\u00a0is more democratic.<\/p>\n

Most troubling, in this story, is the\u00a0QESBA, is as always, playing the language\u00a0card. Ditching of school board elections\u00a0has nothing to do with dismissing English\u00a0education minority rights.<\/p>\n

The electorate simply has no confidence\u00a0in this system of educational governance,\u00a0and the government is promising something\u00a0better.<\/p>\n

Moreover, consider these facts:<\/p>\n

1. About 15-17 per cent of children who\u00a0are eligible to attend English schools, have\u00a0parents who have chosen either private or\u00a0French schools.<\/p>\n

2. Three French school boards have disaffiliated\u00a0themselves from their provincial\u00a0association because of financial matters,\u00a0and issues dealing with ethics.<\/p>\n

In Canada, there is a growing realization\u00a0that elected school boards have become\u00a0nothing more than self-serving institutions,\u00a0which are of no real pedagogical or\u00a0economic value for any student, classroom\u00a0or school.<\/p>\n

Indeed, it is time to modernize our\u00a0elected school board systems.<\/p>\n
