Pierrefonds-Roxboro borough\u2019s decision to rezone a commercial site at the corner<\/div>\n
of Perron and Gouin Boulevard has raised residents\u2019 ire.<\/div>\n
\n<\/div>\n
At the Feb. 6 borough council meeting, Martha Bond of the Pierrefonds-Roxboro<\/div>\n
Proprietors & Residents Association objected to a housing plan that would<\/div>\n
triple the height of the one-storey facility currently on the site.<\/div>\n
\n<\/div>\n
However, the borough dismissed her objections and subsequently approved the<\/div>\n
proposal which, according to mayor Monique Worth, will permit Centre<\/div>\n
Bienvenue Inc to construct a 21-unit facility of up to three storeys.<\/div>\n
\n<\/div>\n
\u201cCurrent zoning is neighbourhood commercial with a maximum of two storeys,<\/div>\n
and the building that is currently there is only one storey,\u201d explained Ms. Bond, who<\/div>\n
owns a nearby 1830 heritage house.<\/div>\n
\n<\/div>\n
Councillor Christian Dubois argued forcefully in favour of the rezoning, stating<\/div>\n
that Quebec law gave the borough \u201cno choice\u201d but to provide housing for people<\/div>\n
with certain needs.<\/div>\n
\n<\/div>\n
\u201cIt\u2019s a provincial law,\u201d he continued, telling Ms. Bond that \u201cif you want to, you<\/div>\n
can go to Quebec City to argue it yourself with the provincial government.\u201d<\/div>\n
\n<\/div>\n
Mr. Dubois later abstained from the borough council vote on the rezoning, stating<\/div>\n
that he had a personal interest in the project.<\/div>\n
\n<\/div>\n
Ms. Bond told the council that she is concerned that development is bringing urban blight to the borough.<\/div>\n
\n<\/div>\n
\u201cWe have to respond to people who are in need of lodging,\u201d Mayor Worth said of<\/div>\n
the building, which is currently used as a day centre for handicapped people. \u201cThere<\/div>\n
shouldn\u2019t be any debate about it.\u201d<\/div>\n
\n<\/div>\n
\u201cYou are undemocratic,\u201d retorted Ms. Bond. \u201cMy entire street has been rezoned by you during the past five years.\u201d<\/div>\n
\n<\/div>\n
Mayor Worth responded by inviting Ms. Bond to run for borough council herself.<\/div>\n
\n<\/div>\n
