{"id":2424,"date":"2012-05-02T21:08:00","date_gmt":"2012-05-02T21:08:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2012\/05\/02\/jurisdictional-battle\/"},"modified":"2015-06-01T19:42:05","modified_gmt":"2015-06-01T19:42:05","slug":"jurisdictional-battle","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2012\/05\/02\/jurisdictional-battle\/","title":{"rendered":"Jurisdictional battle"},"content":{"rendered":"<div style=\"font: 17.0px Helvetica; margin: 0.0px 0.0px 0.0px 0.0px;\">\n<i>Four-year-olds forced out of Greendale School<\/i><\/div>\n<div style=\"font: 17.0px Helvetica; margin: 0.0px 0.0px 0.0px 0.0px;\">\n<i>                <\/i><\/div>\n<div class=\"layoutArea\">\n    <\/p>\n<div class=\"column\">\nBy Robert Frank and Ian Howarth<\/p>\n<p><a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>\nOn Thursday, April 26, Quebec Ministry of the Family inspectors appeared without notice at Greendale School in Pierrefonds and began handing out letters telling parents that the school\u2019s pre-kindergarten program for four-year-olds (K4) would be closed the following day.<\/div>\n<p><\/p>\n<div class=\"column\">\n<p>\u201cWhile I was there, someone from the ministry of education showed up and told the inspectors to stop handing out letters to parents and that school would continue business as usual,\u201d said eyewitness Laura Bodnick. <\/p>\n<p>\nThe Greendale parent and owner of the <a href=\"http:\/\/www.westislandmommies.com\/\">westislandmommies.com<\/a>&nbsp;web site added that the inspectors returned the following day after 4 p.m., and again confronted parents, telling them that the K4 program was finished. <\/p>\n<p>\n\u201cThis time it was after the principal had left, so we could not get information from anyone, and no one knew whether our kids were going to school on Monday or not.\u201d <\/p>\n<p>\nIn March, Lester B. Pearson School Board (LBPSB) warned parents but assured them not to worry about the current school year.<\/p>\n<p>\nHowever, LBPSB announced April 30 that\u2014from May 1 onward\u2014it has arranged for the Pierrefonds K4 students to attend classes at the former Seignory elementary school in Pointe Claire, on the opposite side of the West Island.<\/div>\n<\/div>\n<div class=\"layoutArea\" style=\"display: inline !important;\">\n<div class=\"column\" style=\"display: inline !important;\">\n<\/div>\n<\/div>\n<div>\n\u201cWe will provide free busing, free snacks and free lunches,\u201d director general Robert Mills told journalists at a news conference. \u201cWe are very concerned for vulnerable four-year-old students.\u201d<\/p>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<div style=\"font-style: italic;\">\n\n<\/div>\n<div style=\"font-style: italic;\">\n\u201cWe had a mild winter, so our heating costs are down and there are a few dollars in our budget that we will reallocate tonight,\u201d added LBPSB chairman Suanne Stein Day.<\/div>\n<div>\n<\/div>\n<div class=\"layoutArea\">\n<div class=\"column\">\nMeanwhile, during a simultaneous meeting at Greendale, officials tried to assure distressed parents that the school board\u2019s response is the best solution for the remainder of the school year. They said that students will be accommodated in an area separate from the International Language Centre and Adult Education students in classrooms that were used for the board\u2019s first K4 program, which has since moved elsewhere. <\/p>\n<p>\nMr. Mills said that the Ministry of the Family inspectors descended upon Greendale after they received a complaint from an unidentified&nbsp;daycare, and sent LBPSB \u201ca pre-evacuation notice\u201d in February, just before March break.<\/p>\n<\/div>\n<div class=\"column\">\nHe explained that from age five onward, children come under the Education Act. Four-year-olds come under a different law, with different regulations that impose their own architectural rules that would be exorbitant for the school board to comply with. <\/p>\n<p>\n\u201cI can see the board has made an effort to come up with the best possible alternative,\u201d said Lysa Wierzbicki, whose son Ben will be getting a tour of his new school today. After the meeting she was undecided as to whether she would send her son to the new school or keep him at home. <\/p>\n<p>\n\u201cThe situation is certainly frustrating,\u201d she said. \u201cI think the government has lost sight of what education is all about.\u201d <\/p>\n<p>\nMany parents blamed the government for the current predicament. <\/p>\n<p>\n\u201cI think it\u2019s a sad situation that our Minister of Families [Nelligan MNA Yolande James] throws up her hands and says there\u2019s nothing she can do,\u201d said Elaine Lobaton, longtime director of Greendale\u2019s daycare program. \u201cTo interrupt these kids\u2019 education with only 35 days left in the school year is a shame.\u201d <\/p>\n<p>\nNathalie Woolley expressed full confidence in the board\u2019s plans. \u201cI think they did a fantastic job,\u201d said Ms. Woolley, who had to try to explain to her son why there was no school Monday. \u201cThe K4&nbsp;teachers are amazing. They really care about kids.
