\nWhile prospective provisions to protect passersby ability to
\nview Lake St. Louis drew most of the political flak at Beaconsfield\u2019s public
\ninformation meeting, Sept. 17, the city has mooted a host of other new zoning
\nrestrictions.<\/div>\n
\n<\/div>\n
\nAmong them, on the environmental front, Beaconsfield plans
\nto ban wind generators, but permit so-called eco-roofs. These can be planted
\nwith vegetation or made of white material, or a combination of both. Flat
\nroofs, however, will be banned under the new bylaw.<\/div>\n
\n<\/div>\n
\nNoise restrictions for equipment such as generators will
\nremain limited to 55 decibels.<\/div>\n
\n<\/div>\n
\n\u201cNinety per cent of Beaconsfield houses already have pitched
\nroofs,\u201d explained urban planning director Denis Chabot.<\/div>\n
\n<\/div>\n
\nVinyl siding will also be banned for new houses.<\/p>\n

The city also plans to limit rain barrels to four per home.
\nHowever, when a citizen pointed out that the total capacity would be
\ninsufficient to operate a rainwater toilet system, Chabot clarified that the
\nnew restrictions would not apply to large underground cisterns.<\/p>\n

\u201cWe simply don’t want to have a forest of rain barrels
\naround a house,\u201d he replied.<\/p>\n

House sizes for lakefront properties will be limited to 25%
\nof the lot size, down from the current 30%.<\/p><\/div>\n

\n<\/div>\n
\nMayor David Pollock explained that the city will also
\nprotect citizens\u2019 privacy by limiting how close new additions to houses can be
\nfrom neighbouring property lines.<\/div>\n
\n<\/div>\n
\nCity councilors were clearly not unanimous in their views of
\nthis restriction. District 2 councilor Karin Essen and District 6
\ncouncilor Rhonda Massad pointed out that extensions that don\u2019t have side
\nwindows don\u2019t intrude on privacy.<\/div>\n
\n<\/div>\n
\nThe city plans to permit intergenerational house renovation.
\nOwners would be able to build a living space over garages that contains a
\nbedroom, bathroom and kitchenette, provided that there is only one entrance to
\nthe premises, one mailing address and the occupants are all members of the same
\nfamily.<\/div>\n
\n<\/div>\n
\nA citizen also questioned why a new zoning rule permitting
\nsmall businesses is restricted to such a small number of professions.<\/div>\n
\n<\/div>\n
\nAnother citizen asked whether the environmental provisions
\nof the new bylaw would apply to Angell Woods.<\/div>\n
\n<\/div>\n
\n\u201cWe will just continue with what we have in place which is
\ninterim control,\u201d replied Mayor Pollock.<\/div>\n
\n<\/div>\n
\nHowever, he acknowledged that the green aspects of the draft
\nbylaw \u201ccould ultimately be used for Angell Woods.\u201d<\/div>\n
\n<\/div>\n
\nThe six-foot height limit for fences came under scrutiny for
\nbeing too low for taller Beaconsfield residents.<\/div>\n
\n<\/div>\n
\nMany citizens expressed concerns about plans to add
\nresidential housing atop the Elm commercial plaza, though Chabot and the mayor
\nstated unequivocally that no zoning changes are planned there at this time.<\/div>\n
\n<\/div>\n
\nChabot explained, though, that although zoning rules do not
\nyet permit it, the city\u2019s master plan includes provisions for structures of up
\nto four storeys alongside major thoroughfares such as highway 20.<\/div>\n
\n<\/div>\n
\n\u201cIf you keep splitting this city in two,\u201d a citizen told
\ncouncil members, \u201cthe north side will eventually go to Kirkland.\u201d<\/div>\n
