Laval police have disclosed that they are investigating four more phony mortgages, worth nearly $1.2 million, taken out without the property owner\u2019s knowledge. Last month, The Suburban<\/i> reported on another, separate case<\/a>, where a Laval woman discovered that fraudsters had taken out $1 million in phony mortgages against her house. <\/p>\n

\u201cAll four were committed the same way,\u201d Sergeant-Detective Fran\u00e7ois Dumais told The Suburban<\/i> in an exclusive interview. \u201cAn intermediary shows up at a private lender asking for a loan for a third party. The lender asks for collateral, and the victim\u2019s residence is offered to guarantee the loan. Once they reach an agreement, someone impersonating the homeowner shows up at the notary\u2019s office to sign the mortgage documents.\u201d <\/p>\n

Sgt.-Det. Dumais is asking for the public\u2019s help in indentifying one of the alleged imposters, whose photo appears on a fake driver\u2019s license bearing one the victim\u2019s name and birth date. He said that his investigation has already led to the arrest last month of Montrealer Kinh Luan Ho Quan and St. Hubert resident Claude Boss\u00e9. <\/p>\n

\u201cBoth are still in jail,\u201d he affirmed, adding that \u201cone of them is slated to appear again before the court this week.\u201d <\/p>\n

Christmas crooks<\/b>

\nSgt.-Det. Dumais\u2019 investigation started in late December, after a complaint that a private Laval lender had advanced $330,000 to a bogus borrower. <\/p>\n

\u201cA South Shore resident had arranged to sell his property,\u201d he recalled. \u201cHis property had been mortgage-free, but when it came time to complete the transaction, he discovered the $330,000 lien.\u201d <\/p>\n

Police subsequently uncovered a total of $730,000 in fraudulent loans, plus a $450,000 attempted fraud. <\/p>\n

\u201cAll the transactions were notarized by different notaries in Montreal, Laval and the South Shore,\u201d explained Sgt.-Det. Dumais, \u201cand two South Shore businessmen\u2019s identities were stolen as a result of these crimes.\u201d <\/p>\n

The Suburban<\/i> asked Chambre des notaires<\/i> spokesman Martin Scallon during a telephone interview, April 12, to explain how Quebecers can protect themselves against what has been\u2014until now\u2014a rare crime, and what steps the province\u2019s notaries take to prevent the use of identity theft to file fraudulent mortgages. At the time the newspaper went to press, Scallon had not yet provided a response. <\/p>\n

\u201cNotaries were also the victims of these crimes,\u201d Sgt.-Det. Dumais emphasized, \u201cbecause they thought they were dealing with the real borrower when, in fact, the perpetrator was using fake identification documents.\u201d <\/p>\n

\u201cThe Chambre des notaires du Qu\u00e9bec<\/i> is a professional order whose mission consists of protecting the public whenever they use notarial services,\u201d chamber president Jean Lambert stated on the order\u2019s web site: www.cnq.org<\/a> <\/p>\n

Sgt.-Det. Dumais added that Quan and Boss\u00e9 have not been linked to the Laval woman\u2019s case, as Laval police had incorrectly reported to The Suburban<\/i> last month<\/a>. <\/p>\n

\u201cThat investigation is still ongoing,\u201d he clarified. \u201cThe transaction was completed in Montreal, so Montreal police have the lead on that case, supported by their Laval and Royal Canadian Mounted Police counterparts.\u201d <\/p>\n
