Alain Dubuc doesn\u2019t mince words about Montreal\u2019s stagnation.<\/p>\n

\u201cMontreal was Canada\u2019s largest city,\u201d the economist and La Presse<\/i> columnist reminded, soon after Toronto eclipsed Chicago as North America\u2019s third-largest city last month.<\/p>\n

\u201cMontreal lost its leadership, became impoverished, saw its citizens flee and its economy shrink to become the poorest North American metropolis.\u201d<\/p>\n

\u201cThere\u2019s a tension with the rest of Quebec,\u201d Dubuc explained.<\/p>\n

Despite generating 42 per cent of the Quebec\u2019s tax revenue, Montreal doesn\u2019t get the support that other provinces and states afford their wealth-spinning megacities, he said.<\/p>\n

\u201cOn paper, we have all the ingredients of a successful metropolis, but there remains a problem turning that potential into as much wealth-creation as it ought to, leaving Montreal well behind its potential, with higher unemployment than the rest of Quebec.\u201d<\/p>\n

Ironically, he said, the city\u2019s setbacks have paved the way for its current rebound.<\/p>\n

\u201cOddly, our poverty is an advantage, attracting artists just like Soho in New York City. That creativity primes the pump.\u201d<\/p>\n

\u201cAn even more definitive success factor is that Montreal is bilingual at heart,\u201d he emphasized. \u201cAll great cities are multicultural, but Montreal is made up of two big communities that get along really well. The two bodies of thought\u2014North American and European\u2014create a tension that gives Montreal its dynamism. We\u2019ve reached the point at which that dualism is more of a plus than a minus.\u201d<\/p>\n

\u201cOntario now faces the restructuring shock Montreal lived through thirty years ago,\u201d Dubuc adroitly observed. \u201cWhatever our problems, we can\u2019t be worse-managed than Ontario is right now.\u201d<\/p><\/div>\n<\/div>\n
