Laval city council was surprised last week when Quebec Municipal Affairs Minister Pierre Moreau threatened to withhold $9 million in provincial grants to the city and instead give it directly to residents. <\/p>\n

Moreau\u2019s ultimatum ramped up his campaign to strong-arm Laval, as well as sister city Longueuil, into slashing spending. <\/p>\n

\u201cThe administration of [Mayor] Marc Demers was quite surprised by this degree of intervention on the part of the minister,\u201d executive committee vice-chairman David de Cotis told The Suburban. <\/i>\u201cHe had been silent for the last two months.\u201d <\/p>\n

De Cotis said in an interview that the city had been eager to get together with Moreau to work out a deal.<\/p>\n

\u2018The mayor had invited the minister to meet to negotiate a win-win agreement for Laval citizens,\u201d he explained. \u201cThen we were hit by a bombshell when the minister spoke out publicly to say that he would no longer honour the financial pact that he had signed with members of the Union des municipalit\u00e9s du Qu\u00e9bec.\u201d<\/i> <\/p>\n

\u201cWe\u2019re astonished and not at all sure where the minister is coming from,\u201d de Cotis added. \u201cWe made our budget according to the agreement, and it has to be respected. When Mayor Demers signs a pact, he delivers and he expects the same from the minister.\u201d<\/p>\n

The Liberal party had been riding high in Laval since last year\u2019s provincial election, when it rode astride deep dissatisfaction with the Parti Qu\u00e9b\u00e9cois to sweep all six ridings on the island. <\/p>\n

Moreau\u2019s threats last week put that political capital in peril. <\/p>\n

\u201cThe mayor is standing his ground,\u201d de Cotis insisted. \u201cHe\u2019s not going to be bullied by anyone.\u201d<\/p>\n

\u201cIt was Laval citizens who voted him to power,\u201d he added. \u201cThey gave him a clear mandate.\u201d <\/p>\n

By the time that this week\u2019s edition of The Suburban<\/i> went to press, Moreau had fallen silent, possibly indicating that the Liberal government intends to backtrack on the threats. <\/p>\n

\u201cWe\u2019re still analyzing the data,\u201d Moreau\u2019s policy advisor Jean-F\u00e9lix L\u00e9vesque told The Suburban<\/i> in a telephone interview from Quebec City. \u201cNo decision has been made.\u201d<\/p>\n
