Taxpayers pay more, schools get less<\/b><\/p>\n

Next week, Laval property
\nowners can expect to receive
\nschool tax bills hundreds of dollars more than last year.<\/p>\n

This year, the Parti qu\u00e9b\u00e9cois
\ngovernment has slashed in half
\nthe grant that ratepayers receive
\nto offset the impact of soaring
\nreal estate values on their school
\ntax bill.<\/p>\n

In 2006, the Liberal government moved to protect real
\nestate owners by giving them a
\nbreak on their school tax bills
\ncalled an equalization grant.
\nThat reduction has been cut by
\n50 per cent of what it was last
\nyear.<\/p>\n

If you check last year\u2019s school
\ntax statement, if you paid, say,
\n$1,200 and it showed that you
\nreceived an equalization grant of
\n$350, for example, last year\u2014this year you will pay about $175 more.
\nThe amount that individual ratepayers
\npay will vary, of course, depending on the
\namount that the city has assessed that your property is worth.<\/p>\n

Part of the impact on Sir Wilfred Laurier School Board (SWLSB) will be
\noffset by its increasing enrolment\u2014an
\nanomaly among Quebec\u2019s other English
\nschool boards, whose student numbers
\nhave been steadily dropping everywhere
\nelse in the province.<\/p>\n

The Quebec government plans to give
\nschool boards approximately $794 per
\nstudent to cover the cost of their education for the coming year.
\n
<\/b>
\nScales tipped against English schools<\/b><\/p>\n

In the meantime, though, SWLSB is
\nbeing hit by Quebec government rules
\nthat, by default, channel most school tax
\nproceeds to French school boards.<\/p>\n

\n<\/p>\n

If your child is enrolled in an English
\nschool board such as SWLSB, then the
\nschool taxes that you pay will automatically go to your English school board.<\/p>\n

However, everyone else is automatically put on the French school board\u2019s tax
\nroll, unless you specifically request to
\nbe placed on the English roll.<\/p>\n

SWLSB is particularly hard-hit by
\nthis Quebec government policy,
\nbecause many neighbouring French
\nschool boards charge much less. The
\nlower school tax tab provides a powerful
\nincentive for English ratepayers who don\u2019t have children in school to opt to
\npay their taxes to a French school
\nboard.<\/p>\n<\/div>\n

\nIn addition, even students who graduate from Quebec\u2019s English schools are
\nautomatically transferred to the French
\nschool tax roll when they turn 18, and
\nhave to take the trouble to notify the
\ngovernment if they want to switch to
\nsupporting English school boards.
\n
\nThe government is also throttling all
\nschool board budgets in Quebec.<\/p>\n

\u201cDuring the past five years, all the
\nboards across the province have
\nreceived almost $1 billion less in funding,\u201d lamented Quebec English School
\nBoard Association president David
\nD\u2019Aoust.<\/p>\n

Meantime, he said \u201cI expect my own tax bill will go up by about $280 a year.\u201d
\nSchool tax bills are slated to go out
\nJuly 1\u2014the fifteenth anniversary of the
\nintroduction of linguistic school
\nboards in Quebec by then-Education Minister Pauline Marois.<\/p><\/div>\n

\n<\/p>\n

At the time, critics expressed the well-founded fear that Marois\u2019 move
\nwould permit the Quebec government
\nto slash the budgets on which the
\nprovince\u2019s school boards depend.<\/p>\n

\u201cThe government wants us to make
\ninternal cuts, but the administrative
\ncosts of school boards already has to be
\nthe lowest of all public and parapublic
\norganizations,\u201d D\u2019Aoust concluded.<\/p><\/div>\n<\/div>\n

\u201cAt 4.4 per cent it is low, and very
\nmuch lower than municipalities, as a
\nmatter of fact.<\/p><\/div>\n
