{"id":1834,"date":"2013-08-21T16:00:00","date_gmt":"2013-08-21T16:00:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2013\/08\/21\/beaconsfield-moves-on-angell-woods\/"},"modified":"2015-06-01T19:41:42","modified_gmt":"2015-06-01T19:41:42","slug":"beaconsfield-moves-on-angell-woods","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2013\/08\/21\/beaconsfield-moves-on-angell-woods\/","title":{"rendered":"Beaconsfield moves on Angell Woods"},"content":{"rendered":"<p><b><i>Woonerf comes to West Island<\/i><\/b>  <br \/>\n<b><br \/><\/b><br \/>\n<b>By Robert Frank<\/b><br \/>\n<a href=\"http:\/\/www.thesuburban.com\/\">www.thesuburban.com<\/a><\/p>\n<p>Beaconsfield plans to import a sustainable development strategy from the Netherlands to solve the intractable problem of what to do with the huge tract of mostly undeveloped forest between Highways 20 and 40, west of Woodland.<\/p>\n<p><i>\u201cWoonerf<\/i> is the type of development that we are after,\u201d District 6 councilor Rhonda Massad told <i>The Suburban<\/i> in an interview. \u201cBeaconsfield fits into a transit-oriented development and an ecological territory.\u201d<\/p>\n<p>With little land to build on, the Dutch have mastered the art of creating livable developments on a small footprint close to mass transit, she explained. <i>Woonerf,<\/i> the Dutch term for \u2018residential neighbourhood\u2019 literally means \u2018living yard\u2019.<\/p>\n<p>A standing-room only crowd filled Beaconsfield\u2019s council chamber, August 19, for the first of what will be several votes to decide Angell Woods\u2019 fate.<\/p>\n<p>\u201cThree members of city council, myself, Mayor David Pollock, and councilor Wade Staddon are former Association for the Protection of Angell Woods members,\u201d Massad reminded. \u201cThe next council [after the Nov. 3 municipal election] might or might not be as green.\u201d<\/p>\n<p>The city council voted in favour of permitting the development of eight seniors\u2019 residences of eight units each.<\/p>\n<p>Meantime, negotiations remain ongoing with the Montreal agglomeration council to use conservancy money to buy the remaining land, valued at $12 million, to preserve and maintain it as a park.<\/p>\n<p>Meanwhile, the traffic-restricted <i>Woonerf<\/i> development would prioritize pedestrians and commuting over car traffic.<\/p>\n<p>\u201cIt\u2019s not car-friendly,\u201d Massad declared. \u201cHouses are close together and streets are not as wide as other local streets. It promotes community.\u201d<\/p>\n<p>\u201cI live right up against this whole thing,\u201d she continued. \u201cI can\u2019t accept one more car accident. I\u2019ve witnessed two, including one last night when a 15-year-old girl not wearing a helmet was thrown off her bike. It was very traumatizing. I\u2019m very traffic-safety oriented for this project.\u201d<\/p>\n<p>Massad reassured citizens who voiced concern that the condo development might tower over its low-rise neighbours.<\/p>\n<p>\u201cI\u2019m a two-storey girl,\u201d she retorted. \u201cBeaconsfield citizens have told me that they\u2019re not prepared to support development taller than two stories, and I\u2019ve listened.\u201d<\/p>\n<p>\u201cOnce land is gone you don\u2019t get it back,\u201d said Mayor Pollock, after voting together with Massad against one of the proposals tabled on Monday night. \u201cIt will be more dense and buffer land is better for the ecosystem.\u201d<\/p>\n<p>\u201cI don\u2019t see this as being an integral part of Angell Woods,\u201d countered councilor Roy Baird, who voted in favour, \u201cand I want to respect property rights.\u201d<\/p>\n<p>The development adjacent to the commuter train station will be, at most, one or one-and-a-half blocks deep, said Massad.<\/p>\n<p>\u201cFrom Elm to touching the train will be 300 metres,\u201d she insisted. \u201cWe believe in conservation.
