Laval\u2019s ethics and integrity office (Bureau d\u2019int\u00e9grit\u00e9 et d\u2019\u00e9thique de Laval<\/i> or BIEL) is looking for an auditor. The successful candidate will have an accounting designation and at least ten months of auditing experience. <\/p>\n

The person who gets the job also has to be comfortable operating behind closed doors. <\/p>\n

BIEL was set up in March 2014, but so far it has released only two press releases, one announcing its founding in March 2014 and one on February 27 when the City of Laval announced that one of its snow-clearing contractors would no longer be permitted to bid on jobs from the city.<\/p>\n

\nThe second press release didn\u2019t name the contractor, but media outlets later reported that the contractor in question was Sylvestre & Mathieu Inc., based at 901 Salaberry. No one from that company would comment, but they did say that the matter is now being handled by their lawyers.<\/p>\n

The Suburban<\/i> reported last year that BIEL investigated opposition councillor Aglaia Revelakis. It has since learned that the office has also investigated opposition councillor Pierre Anthian for paying homeless people to clear snow.<\/div>\n

\nSince all communication between BIEL and the groups it investigates are private and confidential, there is no public way to track how many politicians have been investigated by the office and which parties they represent.<\/p>\n

Neither press release named BIEL members, but we\u2019ve since learned that they include city manager Serge Lamontagne, police chief Pierre Brochet, human resources director Marc-Andr\u00e9 Vigeant, legal department manager Patrice F. Guay and assistant general manager for administration Carole Imbeault. <\/p>\n

The job listing, which appears on the Union of municipalities of Quebec website<\/a>, has a closing date of March 20. <\/p>\n

According to BIEL\u2019s founding press release, no other municipality in Quebec has a similar office.
