Baie d\u2019Urf\u00e9\u2019s town hall expansion could come forward again as soon as this spring, according to Councillor Brian Manning. <\/p>\n

\u201cNow that [it] is on the horizon, I would like to reassure citizens that I am against that size of project and I will work diligently to oppose it in any way that I can,\u201d he told citizens during that last town council meeting. <\/p>\n

Manning subsequently told The Suburban<\/i> that it would be more economic instead to renovate space in the town\u2019s public works building. <\/p>\n

\u201cThe first and second floors have about 2,500 sq.ft. that could be used,\u201d he said in an interview this week. \u201cIt needs renovation, but the space is there. The whole second floor could be finished 8-foot clear.\u201d <\/p>\n

\u201cThe [municipal] staff has been increasing rapidly,\u201d Manning observed. \u201cMy suggestion was perhaps to move two or three staff members to that building.\u201d <\/p>\n

Mayor Maria Tutino said that it was too early to discuss the initiative. <\/p>\n

\u201cIt\u2019s not a project at the moment,\u201d she told The Suburban.<\/i> \u201cWe haven\u2019t discussed it with council and it is something that we have not brought to the citizens yet.\u201d<\/p>\n

She added that the timeframe might stretch longer than Manning suggested. <\/p>\n

\u201cIt might be in the summer,\u201d Tutino indicated. \u201cWe\u2019re not going to go forward with a half-baked idea.\u201d <\/p>\n

\u201cI am the mayor of a small town and we work very hard to produce the positive results we have and we are well-respected among municipalities,\u201d she underscored. \u201cWe are adored by our citizens for the quality of work that we have done for the last ten years.\u201d <\/p>\n

Manning said that the town hall renovation project has already been discussed openly during recent council meetings. <\/p>\n

\u201cIt was clearly stated at public meetings that it would be coming up again this spring and that there will be public information sessions,\u201d he reminded, \u201cplus it remains in the town\u2019s three-year capital spending program for $1.5 million.\u201d<\/p>\n

\nTransparency law<\/b><\/p>\n

Mayor Tutino also discussed Baie d\u2019Urf\u00e9\u2019s recent request to be exempted under a loophole in the province\u2019s access to information (ATI) law. <\/p>\n

\u201cIn 2014, we had 21 ATI requests from three citizens,\u201d she told The Suburban. \u201cOne citizen put in 19. None of those 19 were considered abusive. <\/p>\n

\u201cSo the town of Baie d\u2019Urf\u00e9 says that a small town with very few staff members cannot monopolize the clerk\u2019s department to answer one or two people\u2019s ATI requests,\u201d she continued, \u201cbut we are doing so unless the request is going to take an exorbitant amount of hours which does not seem reasonable.\u201d <\/p>\n

\u201cIt\u2019s not because we don\u2019t want to answer citizens\u2019 questions,\u201d she emphasized. \u201cNinety-nine percent of our citizens don\u2019t feel that they have to go to ATI to ask for information. They are happy to get their information from the town.\u201d <\/p>\n

Tutino said that most of the $3.65 million in expenses accounted for as \u201cautres” in Baie d\u2019Urf\u00e9\u2019s financial statements went to the Montreal Agglomeration Council.<\/p>\n

\u201cIf these people want to know what you\u2019re paying for, the budget from the City of Montreal is a couple of inches thick and they\u2019re more than welcome to go through it themselves to see where those budget items are,\u201d she suggested.<\/p>\n

\u201cWhat this particular request asked for is all the bills for even [Baie d\u2019Urf\u00e9\u2019s] portion of where an \u2018other\u2019 [expense] can be,\u201d Tutino concluded. \u201cIt could be a dollar here and three dollars there. We would have to go through a whole year\u2019s worth of bills\u2014and the Town of Baie d\u2019Urf\u00e9 has a lot of bills.\u201d
