{"id":1312,"date":"2014-02-12T17:49:00","date_gmt":"2014-02-12T17:49:00","guid":{"rendered":"http:\/\/rf.podcastfixit.com\/index.php\/2014\/02\/12\/hospitals-readying-for-english-influx\/"},"modified":"2015-06-01T19:41:20","modified_gmt":"2015-06-01T19:41:20","slug":"hospitals-readying-for-english-influx","status":"publish","type":"post","link":"https:\/\/newscoverage.org\/index.php\/2014\/02\/12\/hospitals-readying-for-english-influx\/","title":{"rendered":"Hospitals readying for English influx"},"content":{"rendered":"<p><b><i>Regionalization to force residents to get treated in Laval<\/i><\/b><\/p>\n<p><b style=\"font-family: Georgia, 'Times New Roman', serif;\">By Robert Frank<\/b><br \/>\n<a href=\"http:\/\/www.thesuburban.com\/\" style=\"font-family: Georgia, 'Times New Roman', serif;\">www.thesuburban.com<\/a><\/p>\n<p>To serve Laval residents who hitherto have gone to Montreal for English service, local health officials have to grapple with the unenviable task of reconciling Quebec\u2019s restrictive language laws with its health care act which\u2014on paper at least\u2014is much more generous toward the province\u2019s English-speaking minority. <\/p>\n<p>Laval\u2019s health care authority is working diligently to improve local institutions\u2019 capacity to deliver health care service in English. As reported in <i>The Suburban<\/i> last week, on April 1 the Parti Qu\u00e9b\u00e9cois government plans to implement the first phase of its long-term policy that will increasingly limit Laval residents to hospitals and clinics on \u00cele J\u00e9sus. <\/p>\n<p>\u201cThe law is framed so to require all health care establishments to offer service in English,\u201d Nicole Beaudry told <i>The Suburban<\/i> in an interview. <\/p>\n<p>Delivering that service where and when it\u2019s required is one of Beaudry\u2019s responsibilities as deputy regional director of Laval\u2019s health care authority \u2014 known in French as the <i>Agence de la sant\u00e9 et des services sociaux de Laval<\/i> (ASSS). <\/p>\n<p>\u201cCurrently, the Jewish Rehabilitation Hospital is the only hospital in Laval that is designated as bilingual,\u201d she observed. \u201cOther establishments like [the <i>Cit\u00e9 de la sant\u00e9<\/i> superhospital] and the centre for the intellectually handicapped are not designated bilingual. Therefore they don\u2019t offer all their services in the English language, but have indicated that we need to put in place a program to ensure English-language access.\u201d <\/p>\n<p>\u201cOur front-line services are more-or-less available in both languages,\u201d Beaudry underscored. \u201cSpecialized services are not necessarily delivered uniformly across-the-board. Depending where you live in Laval, even members of the French-speaking population sometimes must cross the bridge into Montreal to get the services that they need.\u201d<\/p>\n<div>\n<\/div>\n<div>\n<b>Bloke like me<\/b><\/p>\n<p>Unlike the skein of red tape needed to prove eligibility for access to Quebec\u2019s English schools, the province\u2019s Health Ministry employs the same demographic technique that the United States government uses to define who is African-American: self-identification. <\/p>\n<p>It\u2019s simple. You\u2019re entitled to English health-care if you say that you\u2019re more comfortable expressing yourself in English and receiving services in English. <\/p>\n<p>According to Laval ASSS CEO Claude Desjardins, the health care authority is working actively to reconcile those language rights with \u201cthe right of the network\u2019s service providers to work and conduct their activities in French.\u201d&nbsp;<\/p>\n<p>The ASSS calculates that English-speakers comprise 18.8 percent of Laval\u2019s population. It derived that figure from 2006 census data, which doesn\u2019t account for the huge surge in Laval\u2019s non-francophone population, which\u2014according to the 2011 census\u2014grew by a third during the ensuing five years. <\/p>\n<p>\u201cForty percent of those English-speakers were immigrants [in 2006],\u201d Beaudry acknowledged. <\/p>\n<p>Whatever the numbers, ASSS Laval has already taken some steps to begin to help the most vulnerable: Laval\u2019s rapidly aging English-speaking population. Last year, it allocated funds that let the Laval Alzheimer\u2019s Society start offering courses in English for loved-ones, as well as to translate its website into English. <\/p>\n<p>\u201cWe also initiated a great project together with the Laval centre for the intellectually handicapped,\u201d Beaudry added. \u201cThey\u2019re partnering with the Sir Wilfred Laurier School Board to offer in-school services for English-speaking intellectually handicapped youth. Beforehand, those services were only offered in Montreal.\u201d <\/p>\n<p>\u201cWe are also working with the Laval youth centre to improve services,\u201d she continued. \u201cA nice breakthrough in services for youth coming out of residences that has really worked.\u201d <\/p>\n<p><b>Dialing for dollars <\/b><br \/>\n<b><br \/><\/b><br \/>\nBudget is the bottom line, though, if more English service is to be made available to the hordes of Laval residents who will soon be barred from seeking treatment at Montreal hospitals. Even with the best of intentions, ASSS Laval needs the money to finance its existing and pending programs for English-speakers, since former federal funds dried up in 2013. <\/p>\n<p>\u201cWe received [financial] support from the Quebec-Canada agreement, a three-year program which ended last year,\u201d Beaudry explained. \u201cWe have many other projects that we would like to put on the table.
