Laval snow removal supplier caught skimming

A zero tolerance policy for all suppliers in Laval terminated a contract with Entreprise Sylvestre and Mathieu, a snow removal supplier, found overcharging the city in recent months.

Following control measures implemented at the Public Works department a report was sent to the Bureau of Integrity and Ethical Laval (BIEL). At the end of the investigation it was determined that a vast majority of vehicles belonging to Entreprise Sylvestre and Mathieu would arrive at a designated check point already filled to 50 per cent capacity with snow not taken from city streets. Given that the city pays for snow removal on a tonnage basis, the city would be overcharged by the amount in the truck at the starting point.

Consequently, with the zero tolerance for any supplier in violation of their contracts with the city, all contracts with this vendor were terminated immediately.

Created last spring, the Bureau of Integrity and Ethics of Laval (BIEL) mission is to protect the integrity and ethics of the City of Laval and its employees from collusion, embezzlement and political interference for partisan purposes and any misconduct in the administration and management of public funds in all municipal services.
