The liberal MNA for Fabre riding was appointed as chairman of the Institutions committee on June 2. Once the ministers and parliamentary assistants were appointed Ouimet was approached for the position. The Parti Québécois member for Rosemont riding, Jean-François Lisée, will serve as vice-chair.

As president, Ouimet will coordinate and organize the work of the committee, which focuses on the executive board, justice, public security and international relations.

In 1993, he became a prosecutor at the Federal Justice Department in Quebec and, from 1995 on, headed a team of special prosecutors investigating fiscal fraud.

He served as Bâtonnier for Montreal between 2007-2008 and Bâtonnier for Quebec in 2010-2011.

He taught Criminal Law at both the Université de Montréal and McGill.
