LaSalle awards $9 million of roadwork contracts

During their April and May borough meetings, the Borough of LaSalle contracted five companies to do road work this summer for a total cost of $8,956,239.54. Two companies, Sintra and Pavages Chenail, will get the lion’s share of those funds.

Sintra was given two contracts worth $5,696,095.61 at the May 6 meeting. The contracts cover the repaving of the Cavelier-de-LaSalle and Duquette terraces plus nine roads: 12th Avenue from Centrale to Duranceau, Anita, Bourbonnais, Chopin, Hachez, Jeannette from Dupras to Riverview, Raymond from Centrale to George, Robert from Serre to Thierry, and Serge.

Pavages Chenail will repave five streets in LaSalle: 41st, George between 9th Street and Champlain Boulevard, Mongeau, Rousseau and Vachon. The contract is worth $2,727,153.71.

When we noticed that Les Pavages Chenail Inc. runs an asphalt plant at 6,000 St. Patrick Street, we wanted to ask how important it was to be offered work in your backyard and whether it represented hope in the current climate of mistrust. Patrick Riendeau runs the St. Patrick St. plant, but he said all media enquiries must be directed to the company head office in St. Remi.

Company spokesperson Sylanna Sorbo refused to comment.

Pavages Chenail is based in Saint-Rémi, but its roots on the island of Montreal date from 1988, when founders Réal and Marie-Paule Chenail opened an asphalt plant in St. Pierre. Their plant was certified ISO 9001 in the year 2000.

They moved their operations to Saint Patrick Street in LaSalle in 2005. Chenail’s plant address does not appear on Montreal’s land registry, but they may rent land from the St. Lawrence Cement Company, which owns 40,823.80 square metres at 6600 Saint-Patrick.

In 2006, the founders retired and left the company to their children, Emmanuel and Marie-Josée Chenail. The company is now owned by 3088-7061 Québec Inc. Company owners include the sister and brother along with Fiducie Brimipha, who is based in Saint-Michel.

According to their website, Chenail employs 150 people, but they have eight different sites, including three asphalt plants.

Pavages Chenail has won several contracts with the city of Montreal to provide gravel, salt or sand, fill potholes or redo asphalt. Their history began in 2006, with a contract to pave the Bonaventure Expressway between de la Commune and Notre Dame. It continued right up to last July, when Montreal’s executive committee hired the firm to supply salt and sand to various boroughs throughout the winter for $648,253.48.

The company has been working in LaSalle since at least July 2009, when it was hired for $1,659,974.52 to repair Champlain and LaSalle boulevards. It also repaired the road, sewage and aqueduct infrastructure on Strathyre Avenue between LaSalle Boulevard and Dalmany Street for $1,465,974.54 in 2008.

Sintra, which is owned by ColasCanada Inc. and run by Germain Perron, has been working in LaSalle since at least 2006, when it demolished and rebuilt the sewage, road and sidewalk infrastructure on 66th Avenue between LaSalle and Beyries for $1,050,300.17. It also: repaved Champlain Blvd. between Bishop Power and Sénécal Avenue last year; redid the road, sewage and aquaduct infrastructure on Highlands Avenue between Blvd. LaSalle and the cul-de-sac in 2009; and repaved both Newman Blvd. and 90th Avenue in 2008.
